A SUMMARY OF THE PROCEEDINGS OF THE MURRAY COUNTY BOARD October 15, 2024 8:30 a.m. Pursuant to notice, the Murray County Board of Commissioners convened with the following members present in person: Commissioners; Malone, Gunnink, Meier, Welgraven and Thiner. Also present in person were Carolyn McDonald and Emily Ackerman.

MSP to approve the agenda with additions.

MSP to approve consent agenda item #3.1 October 1, 2024 Regular Meeting Minutes, and Consent Agenda item #3.2 Commissioner Warrants dated 10/15/2024 for the amount of $98,866.81 numbered 175428 through 175498.

MSP to approve ditch contractor bills for County Ditches No. 4, 11, 13, 19, 24, 27, 28, 29, 30, 32, 41, 52, 59, 60, 65, 68, 77, 86, 87, and 89 and Judicial Ditches No. 2N, 2S, 5(2), 14, 16, 19, 22, 23, 24(2), 27 and 28 and admin totaling $28,117.43 MSP to approve a subordination agreement for Murray County Tax Parcel ID# 02016-0031 for a Murray County Septic Lien (Recorded Document #264145), further moving to authorize the County Board Chair and Auditor-Treasurer to sign the agreement on behalf of the County.

MSP to approve ditch inspection report for County Ditch No. 49, and Judicial Ditches No. 09, 15, 16 and 19.

MSP to appoint Terry Nelson to the Planning commission to complete Grant Bose’s term ending in January 2026.

MSP Resolution 2024-10-15-01 A resolution requesting a variance from standard for State Aid Operation for Project No SAP 051-613-009.

MSP to set the bid opening on November 19, 2024, at 9:00 AM for projects SAP 051-642-019.

MSP TIFFF MSP to approve a line-item budget of $20,000 for non-criminal transports out of the general fund under Human Services for the 2025 Budget.

MSP to establish a line item under health and human services the 2024 budget to pay any outstanding bills.

MSP to approve the Southwest Minnesota Adult Mental Health Consortium Joint Powers Agreement with the eighteen member counties as presented.

MSP to approve a 5% COLA and eligible step increase for non-union county employees with a satisfactory performance evaluation, effective January 1, 2025.

MSP to approve hiring Harvey “Andy” Anderson as a regular full-time Highway Maintenance Worker effective October 16, 2024, Per the recommendation of the Personnel Committee.

MSP to deny the Intermittent Jailer/Dispatcher job description removing the required qualification of one year of experience in a 911 call center and moving it back to a desired qualification.

MSP to begin recruitment for an intermittent dispatcher, increasing the staffing level from 1:00 to 2:00, but not changing the budget.

MSP to have the Board Chair sign the letter of support for Wonder World Preschool’s application to the DEED Childcare Economic Development Grant.
