MURRAY COUNTY BOARD
A SUMMARY OF THE PROCEEDINGS OF THE MURRAY COUNTY BOARD January 05, 2023 8:30 a.m. Pursuant to notice, the Murray County Board of Commissioners convened with the following members present in person: Commissioners; Malone, Gunnink, Meier, Welgraven and Thiner. Also present in person were Carolyn McDonald, Emily Ackerman, and Travis Smith.
Commissioner Welgraven Nominated Commissioner Malone, for Chairman for 2023. Commissioner Thiner Nominated Commissioner Welgraven for Chairman for 2023. Nominations were called three times. A unanimous ballet was cast for Commissioner Malone, for Chairman of the board for 2023.
Commissioner Malone Nominated Commissioner Welgraven for Vice-Chairman for 2023. Nominations were called three times. A unanimous ballet was cast for Commissioner Welgraven, for Vice-Chairman of the board for 2023.
MSP to approve the agenda with additions.
MSP to approve the minutes from the December 27, 2022, meeting.
MSP that all claims as presented were approved for payment. The Chairman was authorized to sign the Audit List dated January 3, 2023 with fund totals as follows and warrants numbered 170124 through 170139: County Revenue Fund 217,144.46 County Road and Bridge Fund 90,610.00 EDA 2,092.00 Ditch 1,765.00 Hospital Maintenance 60,206.00 Sunrise Terrace 6,292.00 Total 378,109.46 MSP Resolution No. 2023-01-05-01 A Resolution Authorizing the Murray County Auditor/Treasurer to Pay Certain Claims in 2023. MSP Resolution 2023-01-05-02 A Resolution to Use Website as Primary Posting Location for Audit. MSP to accept a $25.00 donation from Joseph Mueller to be used for offsetting expenditures in the Sheriff’s Office. MSP to accept a $1,050 donation from the Slayton Drift breaker Snowmobile Club to be used to offset expenses for the bridge project in Currie.| MSP to approve the 2023 Budgeted Appropriations. (See Minutes for list.) MSP to approve Bryan Bose as Chief Deputy Sheriff.
MSP to approve the vendor quotes as listed in the Highway Maintenance Facility Project Budget, as submitted.
MSP to approve that in circumstances that cannot wait the County Administrator can execute change orders of up to $50,000 after consultation with one or more Building Committee members, and that all change orders are reported at the next meeting and an email to the board as a whole.
MSP to accept the Murray County Editorial Group bid of $13.50 per column inch for publication of proceedings, delinquent tax lists and all other notices and proceedings as required by law in 2023 and to authorize the Board Chair to sign the agreement.
MSP to approve the following 2023 AMC Policy Committee Appointments: Environmental & Natural Resources Policy Committee Molly Malone General Government Policy Committee David Thiner Health & Human Services Policy Committee Dennis Welgraven Public Safety Policy Committee Jackie Meier Transportation & Infrastructure Policy Committee Lori Gunnink and to approve appointing Molly Malone, Lori Gunnink, Jackie Meier, Dennis Welgraven, David Thiner, Carolyn McDonald, and Jean Christoffels as the 2023 AMC Delegate Appointments.
MSP to appoint Marilyn Carlson to the Economic Development Authority Committee. MSP to appoint Sara Heintz, and Dennis Opdahl to the Extension Committee.
MSP to appoint Mike Kirchner, and Stacy Posthuma to the Fairgrounds Advisory Board.
MSP to appoint Cory Reith to the Heron Lake Watershed District (HWLD) Board of Directors.
MSP to appoint Laurie Jenson to the Murray County Medical Center Board.
MSP to appoint Jon Hoyme and Rae Ann Storm to the Parks and Recreation Advisory Commission.
MSP appoint Grant Bose and Dan Bierma to the Board of Adjustment, and to appoint Grant Bose, Robert Ossefoort, and Dan Bierma to be on the Planning Commission.
MSP to appoint Jon Hoyme to the Shetek Area Water and Sewer Commission.
MSP to appoint Darlene Mechtenberg, Marilyn Carlson and Linda Wing to the Sunrise Terrace Advisory Committee.
MSP to approve the 2023 Murray County Commissioner Committee Appointments.
