SLAYTON CITY COUNCIL MET NOVEMBER 7TH

Slayton City Council met on Monday, November 7th. The agenda, meeting minutes from October 17th, and claims were all reviewed and approved. The election canvas meeting was set for November 10th at 7:15am. This meeting must happen within 3-10 days after the election to certify the results.

The Council next discussed the Golden Living Property. City Administrator Josh Malchow has revamped the RFP specs. This included what has happened already in Phase 1 (building removed, soil correction, lot details) and updated the photos in the packet. They will release these to potential property developers and leave it open through the end of the year.

The next item of unfinished business was the 2021 Pool Boiler Project. It was brought up at the last meeting and without Weston Mahon, Works Director or Spartz Plumbing and Heating being there, they couldn’t really decide anything. All parties were in attendance at this week’s meeting. Spartz had reached out to Weston about being paid out the retainage money that was held back from the 2021 project. To update: when the pool pump was started this last year, 2022 ,there were leaks with the pump, but they were fixed. Mahon made a point to say there was nothing to point fingers at what caused those leaks. The 2022 summer ran smoothly with no issues. The Council approved paying out the remaining balance on the boiler project $14,770.95.

The Council next moved on to budgeted purchases for a Bobcat and Excavator/Trailer. Mahon provided details and quotes for these items. The Works Department discussed in detail if they wanted a track or wheels on the Bobcat and decided to purchase one with wheels. The Council approved this. Mahon wants to get this ordered as things are 6 months out right now. They next discussed the excavator and trailer purchase. The Council approved the excavator and trailer purchase as well.

The next item was to discuss the 2023/2024 Animal Impound Agreement. The base rate did increase to $12,000 a year. Also adding non-stray rate that will get billed back to the government entity that brought the animal in. The County has approved this new agreement and will cover the base rate and the Council also approved this item.

The last item of old business was the hiring of another police officer with the resignation of FT officer Schreier. It has been discussed to hire another fulltime officer. Officer Schreier will continue to work with the department as a part time officer (holidays and weekends). They agreed to freeze her wage where she currently is and not regress back. They also discussed and approved hiring for the FT position.

Moving on to new business, the Council approved the election judges for the General Election. They also approved the 2023 Audit engagement letter with Katie Jacobson, CPA.
