ACTION TAKEN TO TERMINATE TOM BURKE
The Murray County Board of Commissioners met on Tuesday, February 22, 2022 with Commissioner Dave Thiner excused from the meeting.
Auditor Treasurer Heidi Winter received approval to engage the MN Office of State Auditor to prepare the audit reports. A procedure she stated that has worked well for her office. The pay application of $39,913.30 for the Courts Building restroom renovations was approved. The total cost of the project is $101,296. Ms. Winter also received approval for a contract with TriMinn for the financial software available through the MN Counties Computers Cooperative at a cost of $5,320 annually.
Justin Hoffmann, Parks Director, requested action to advertise for bids for construction of a new Parks Maintenance Building. The 50’by 60’ building will replace the current building constructed in 1937, that is subject to flooding and leaks. It is described as inefficient in winter months, garage doors are too small, restrooms are not ADA compliant and lighting is sub-par. A March 22 bid opening will allow time to obtain materials so that the current building can be demolished following the fair.
Hoffmann also presented the lease agreement with the racing association for the next two years. There were some clarifications made in the contract reflecting current practices. The racing association pays One Dollar in rent for each ticket sold to its events.
Jason Lohrenz presented two software programs to be purchased. “Beacon” will be a onestop program for county property information. Appraisers and other interested individuals will be able to purchase use of the program to recoup some or all costs. “GeoForms” will allow the placement of county forms that can be filled out via the Internet. They will then be directed to the necessary county employees for consideration.
Drew Christensen, Apex Clean Energy, was on hand to describe a proposed wind energy project that will affect the northern most townships of Murray County and parts of Lyon County. The 400 mega watts will provide nearly Two Million Dollars in tax revenue to the two counties with a 2027 completion date.
Chief Deputy Heath Lands man requested board signatures on an ATV Grant request for $3300. The monies are used to enforce off highway laws, rules, and regulations along with youth training classes.
A wage scale for seasonal employees was presented with a Twenty-Five Cent per hour increase approved by the Board. These employees work with park maintenance, as museum assistants and highway survey technicians. A decision in regard to an Extension Administrative Assistant was delayed for an additional week. A recommendation to reduce the position from 40 hrs to 32 hrs per week following the March 28 retirement of Nancy Pieske does not have the support of the Board. They would like to see a solution that will shift additional work to the position to fill the 40 hrs.
Following a closed session, the Board acted to terminate the County Administrator, Thomas Burke, effective immediately. The decision was made with a roll call vote. Commissioners Dennis Welgraven, Jim Kluis and Lori Gunnink in favor of termination, Molly Malone abstained from voting and Commissioner Dave Thiner was absent.
