An example of an ordinance for electric-assisted bicycles, motorized bicycles, and motorized foot scooters was reviewed by the Fulda City Council during their September 1, 2026 meeting. (The date had been changed due to Labor Day.)
The proposed ordinance addresses operating rules and prohibitions of these “electricassisted bicycles, motorized bicycles, and motorized foot scooters, and the operation of such devices within the City”. Operation of these vehicles need to conform with Minnesota State Statutes, including but not limited to those requirements established in Minn. Stat. §§ 169.222-225.
Additional requirements include helmets for any person under the age of 18; not operation on public sidewalks except when necessary to enter or leave adjacent property; no passengers. Any person violating any provision of the rules shall be guilty of a misdemeanor and upon conviction may be punished to the maximum extent allowed by law.
Also discussed by the council was an ordinance with two options regarding Traffic Code that deal with Golf Carts, UTV’s, and ATVs.
The council decided to move forward with ordinances on both of these issues. Permits for golf carts, UTV’s, and ARV’s will not be required, but a valid drivers license will be.
The scooter ordinance will be revised to include age of 12 years old with helmets up to age 18. It will also include other requirements as listed in the Minnesota State Statute.
BolligEngineering was represented by employee Jordan Odegard during the meeting. He stated that the CSAH 2 project is basically complete with just a few push items to finish. A change order was presented and approved, and the pay application #5 was also approved. Jordan mentioned that the subcontractor should start watering the seeded areas very soon.
Under Communications, the council was informed of a Public Hearing for the construction of an expansion of an existing feedlot in the agriculture district. Current animal units is 496.9 with the expansion increasing that number to 990 animal units. The Public Hearing is set for Thursday, September 17, 2026, 7 p.m. in the Murray County Commissioner’s Meeting Room at the Government Center.
New business included hearing from the Corporate Four Municipal Group regarding insurance, which the council declined.
Approved for the Fulda Fire Department was the purchase of a 4-gas monitor and to complete some safety moditications on truck number 805.
A report from the Streets Department included the submission of a grant application for ash trees. Under discussion was the possibility of trying to treat a few of the ash trees in the park instead of removing them.
Fulda City Council discussed revising the 99-year lease with the Fulda Heritage Society. Also discussed was the fact that the Friends of the Fulda Memorial Library group is active once again. They have sent in their first grant application.
Two council members recently went to Senior Dining to experience a meal with others who attend. They noted that the meal and times spent was very good, and are encouraging others people to go for the meals and fellowship.
Five building permits were granted: Jim Malters for a sidewalk; Daniel Uttech for a storage shed; Glenn Gustafson for a curb cut; Mark Bartosh - garage addition; and Skyler Engelkes - house addition.
Fulda City Council will meet on October 5, 2026, 5 p.m. at Fulda City Hall.
