During the Monday, August 3rd, 2026, Fulda City Council meeting, Open Forum provided an opportunity for two Roy Avenue residents to voice concerns over that day’s street project.
Apparently, Ahlers Excavating, Dundee, had been conttracted by a private homeowner to dig up a portion of Roy Avenue to allow for utilities to be installed to a shed behind their home. In the process of doing so, Roy Avenue homeowners were not previously advised of the work. The digging process blocked all access to the driveways of homeowners Ashley Nankivil and Terri VanderBeek. They were concerned with the fact that there were apparent safety issues, including blocked drives-ways, a five-foot deep hole in the street, no barricades, and two loads of sand dumped in the middle of the street which also blocked the area.
Following a listening session, an apology to the homeowners, and lengthy discussion, Mayor Jim Brown excused himself from the council meeting. He asked that Councilwoman Ann Witzel continue on with the meeting.
When Mayor Brown returned to the meeting, phone calls had been made to ensure that the street project would be completed yet on Monday night, which allowed for drive-way and street access.
Committee reports were made with Jasmine Bray talking with the council about the request from Fulda Heritage Society to be able to purchase the old mill to make repairs to it. Bray stated that a 99 year lease between the City of Fulda and the Fulda Heritage Society has been located. More research is needed before proceeding with the requested mill project .
Bray also stated that the 501(c)(3) forms for the Fulda Friends of the Fulda Memorial LIbrary have been filed.
Regarding the work at Fulda City Hall and Fire Department, insulation roof testing has been completed. The proposal is to remove all insulation and replace it with 6 to seven inches of polyisocyanurate insulation.
A motion was made and seconded to send an official letter to USDA Rural Development stating plans that the council is in favor of. Those plans may include roofing, chimney removal, and ventilation.
Ann Witzel is seeking out information regarding LED signs which would help inform people regarding events taking place in the city.
She also said that Eichten Park may soon have a new sign which will look like the sign at Fulda Senior Center.
Meals on Wheels was discontinued at the Fulda Senior Center a few months ago. Meals are available on a dine-in basis Mondays through Fridays with one day notice to the Center. Folks 60 years of age and older are welcome to dine at the Center. If numbers do not increase, it is a possibility that dine-in meals will no longer be available.
Approved was a motion to place a 180 day moratorium on Ordinance 254 which was passed in 2023.
Options were reviewed for an ordinance regulating golf carts, ATVs, UTVs and scooters on city streets. This item was tabled for further review.
Fall Rummage Sales have been set for September 18th and 19th.
City-wide Cleanup is set for September 22 - appliances; and September 23rd - other items.
A Minnesota Lawful Gambling exempt permit for Pheasants Forever Banquet in September was approved.
Building permits that were approved include:
• Remove driveway and replace with a larger one for Daniel Koster
• Install a garden shed and add to the driveway for Jim Malters Fulda City Council will meet on Tuesday, September 1, 2026, at 5 p.m. at Fulda City Hall.
